School Profile
A brief history of the school
Trongsa Primary School is located near Sherubling Higher Secondary School and it is above Sherubling town. Sherubling Higher secondary school was previously a lower secondary school. As the school being upgraded to middle secondary school, there was a need for the sudden segregation, which gave birth to the present primary school which started functioning with effect from 8th April 1999 housing 206 students ranging from classes PP to II. The school was run by five regular teachers under the supervision of a Head master, Mrs. Yeshi Sydon. The school faced a lot of difficulties regarding classrooms and teacher shortages.
At present, the school has Classes from PP to VI with an adequate number of teachers and classrooms. As of now we have 26 permanent teachers, 1 NFE instructor, 1 games instructor and a caretaker. We have 496 students (243 boys and 253 girls). The present principal is Mr. Nima Lama, who joined the school in February, 2008. The classrooms now look much cleaner as the school now has paved path. The school still has a lot of developmental activities to be carried out. The school has child friendly environment infused with GNH values and provides wholesome education to our children.
In August 2009, Tashi Pokto ECR was established under the care of Trongsa Primary School. The classes range from class PP to II. The school was closed down in 2014 since it didn’t fulfill the education policy.

INTRODUCTION
The school policy stands as a basis for significant and efficient delivery of duty and responsibilities in the school. It is intended to guide all the stakeholders in executing the duties and responsibilities in a productive style.
This school policy will also aid in providing a clear picture of the prolific and sustainable use of school resources.
It intends to instill and maintain the leadership qualities of the teachers and students and create better school ambience and management system.
The optimistic views of teachers, supporting staff and students can help in extending unwavering unity in thought and action in the realization and accomplishment of the dreams and aspirations of the school.
The school stakeholders of all the levels are reminded and guided by the school policies. All the works rendered within and out of the school campus (if related to education) should be in line with the policy guidelines.
THE FOLLOWING ARE SOME OF THE POLICIES AND GUIDELINES FOR ALL THE STAKE HOLDERS OF TPS FOR EFFECTIVE FUNCTIONING OF THE SCHOOL AND TO CREATE GNH SCHOOL.
VISION
A conducive learning centre where CHILDREN are prepared academically, physically, morally, socially, culturally, mentally and scientifically to fit in the fast developing society through HOLISTIC EDUCATION.

Create beautiful and sound school campus where by every child will enjoy coming to school. At present our children are performing far below the nation’s expectations in every respect. We aim to produce productive, responsible and patriotic future citizens having basic life skills to fit in the society to serve Tsa-wa-sum and thereby fulfil national goals:

3. Conducting SBIP by teachers who had attended NBIP workshops as well as school based identified topics.

6. Involving students, teachers and parents in schoool activities and decision making.
Guidelines for teachers:
For teachers to set good examples to the children:-
1. Be friendly with the colleagues and students.
2. Follow the school policy and positive school culture.
3. Have regards to his/her fellow teachers and students.
4. Maintain his/her identity and dignity as a Role Model.
5. Be firm, just and fair in his/her decisions.
6. Praise the students’ works in public.
7. Always try to understand.
8. Exhibit exemplary models before the students and public
9. Follow Driglam Namzha very strictly.
10. Be punctual always.
11. Willingly participate in each and every activities of the school.
12. Students are not engaged for personal work and benefit during the class hours.
13. Refrain the parents from entering the classroom when they are not called for.
14. Speak only Dzongkha and English, and act as role models.
15. Teachers avoid playing any kind of games during the free periods/computer games.
16. The free periods will be used for making the lesson plans or discuss any useful matter related to the teaching profession.
17. Plan one lesson in detail and rest in brief in a week as per the directives of Department of school, Ministry of Education.
18. Documents/ circulars read, signed and kept in the proper place.
19. Strictly follow the teacher’s code of conduct.
This code of ethics is adopted to enhance the teaching profession, and advance the dignity and honour of the profession. It makes a teacher proud of his/her profession and accepts the obligations it places upon him/her. Adherence to the code of ethics will promote cooperation, understanding and sense of nurturing and developing his/her moral, intellectual, physical, social, and spiritual capabilities. Therefore, a teacher has responsibilities towards Students that include:
a) Guiding through role model, self-discipline, counselling and personal examples.
b) Creating an enabling learning environment.
c) Treating them with dignity and honesty.
d) Developing the relationship of trust.
e) Protecting them from all kinds of intimidation, abuses and self-destruction.
f) Inculcate a sense of love, respect, gratitude and patriotism.
Towards colleagues and the profession that include:
a) Building an atmosphere of trust, mutual respect and candour.
b) Acting within the wider principles of cooperation and broadmindedness to enhance the status of teaching profession.
c) Reflecting and sharing effective learning and teaching strategies.
d) Assisting and supporting new comers to the profession.
Towards parents and community that include:
§ Making the students informed citizens, especially in relation to values, customs and practices that prevail in the society.
§ Providing professional services which are responsive to the needs of the community.
§ Developing in the members of the community respect for laws and policies, which protect and promote the well being of the people and nation at large.
§ Building an atmosphere of mutual respect, cooperation and harmony with the parents and the students.
Teacher should be committed to:
a. Providing his/her pupils an optimum standard of learning experience.
b. Applying with vigour and integrity one’s knowledge and skills and continually advance these by appropriate study and inquiry.
c. Maintaining allegiance and dedication to the tsa-wa-sum and the laws of the kingdom.
d. Using one’s talents in the greater service of the king, the country and people.
e. Preserving the culture and tradition characteristics of the nation.
f. Maintenance of the moral and intellectual integrity of the teaching profession.
g. Promoting through personal examples the highest standards of rightful conduct and behaviour and courteous and selfless living.
A teacher should refrain from;
All kinds of defilement, pursuit of vested interests and negative attitude that emanate from one’s body, mind and speech that is harmful to the integrity of the nation and the dignity of the profession.
Reference:
Declared by the 5th annual education conference on the 28th December, 2001. The conference endorsed that the education department will investigate and take appropriate actions against any teachers if the code of conduct is violated.
The above guidelines should be strictly followed to enhance our professionalisms and creating better learning and teaching atmosphere in the school for quality wholesome education to our children. If the above mentioned policy were not followed and violated by the respective teachers, then the matter will be dealt accordingly.
2. Teachers Leave Policy
Any one cannot claim leave as the matter of right.
1. Leave without application form will be considered as EOL.
2. Fill the leave application form with ones own signature.
3. Teachers taking leave should hand over his/her lesson plans to the teacher on duty (ToD) to make substitutions as well as to carry on the lessons as planned by the teacher him/herself.
4. Teachers going on leave for more than two days should hand over his/her block plans, yearly plans and textbooks to the ToDs.
5. Teachers reporting late after the specific period will be considered as EOL. Only genuine cases will be considered.
6. Leave availed during public holidays, which are celebrated as special events particularly 2nd June, 21st February, 17th December and any other national holidays where teachers participation is required will be treated as Casual Leave (8th ACE resolution, 2006).
7. Teachers availing leave for more than seven days should approach DEO through the proper channel.
8. Teachers are entitled Casual Leave for 10 days and exceeding it will be considered as EOL (Extra Ordinary Leave) without pay, as per the BCSR (Bhutan Civil Service Rules, 2006).
9. Teachers on leave due to sickness should produce medical documents to be submitted to the Dzongkhag Administration to regularize the leave as medical leave.
10. While filling up the PCS /PE form the leave register will be refereed for rating the punctuality and attendance.
3. Guidelines for Parents
1. Refrain from interfering in children’s fight in the school premises unless informed by the school.
2. Teachers are the parents at the school and they will settle the matter. The parents will be informed if the matter is serious.
3. Avoid from visiting or disturbing classes during the class hours. If parents want to visit their children; they have to inform the school management in advance.
4. The school will be responsible for the children pertaining to any matter from 8:05 AM to 4:00 PM only. However, the children will be always guided and advised to avoid danger.
5. All the visitors observe proper Driglam Namzha while visiting the school during the school hours.
6. Keep healthy relation with teachers.
7. Love your child in the right way and give chance to express his or her ability so that they can be proud of themselves. Let them learn to make decision.
8. Teach your children to cultivate unity among them.
9. To love, take care and study the environment.
10. To be humble and to forgive and forget.
11. To be brave and not timid
12. To tell the truth
13. To know the value of time and be punctual
14. To have good discipline at home, school, playfield and public places.
15. Provide time for study, play, watching television (educative programs)
16. Provide necessary stationery required for learning at all time
17. Provide proper food and clothes
18. Inform the concerned class teachers about the good and bad habits of their child.
19. Follow and respect the school’s policy and culture.
20. Attend every meetings conducted by the school.
21. Turn up when the school calls as and when the need arises.
22. Support their children in doing the works like curricular and extra co curricular activities.
23. Send their children neat and clean all the times.
24. Refrain from selling any toxic substances in the school premises.
25. Local vendors are not allowed to sell any eatable items in the school premises. If found the edible items will be seized.
26. Parents need to support the school activities.
27. Need to provide required stationery and other items (e.g. umbrella).
28. Avoid giving cell phone to your children.
4. (Students) Guidelines for Positive Discipline
1. Attend Morning Assembly, as it is the most important activity of the day.
2. Communicate in Dzongkha and English only in the school campus to learn the languages effectively. Use of any other languages or vulgar or filthy words is prohibited in and outside the school. Violation of the previously mentioned policies will be dealt accordingly and it will be recorded in their Personal Characteristics record book.
3. Have respect to all the elders whether in the school, town or at home, respect all the teachers whether they teach or not.
4. Come to school neat and clean. Female students are allowed to keep long hair, tied with red hair band.
5. Spiting inside the building/classroom is untidy. Always throw waste in the dustbin and never litter the floor and school compound.
6. Always use good languages in the school or outside the premises.
7. Refrain from going outside the school compound during the interval time. If found outside, they will be dealt accordingly by the TODS of the Day. Marks will be deducted as per the Personal Characteristics assessment criteria.
8. Attend house/social work/co-curricular activities and the morning assembly without fail.
9. Refrain from indulging in graffiti activities, any where.
10. Refrain from entering in staffroom and Principal’s office unless they are called for.
11. Students taking complaint directly to home without the notice of class teachers/principal will not be entertained, if the case is serious it will be dealt accordingly.
12. Students of class IV and above need to bring Kabney and Rachu every day, sickle, spade as when required
13. Follow the school timings strictly.
14. Take care of the school properties.
15. The child’s day-to-day’s progress in class work, homework, punctuality, responsibilities, Driglam Namzha, cultural and social activities and attendances are all tied to all internal assessment/ CA and in rating personal characteristics traits.
16. Maintain 90% of attendance in an academic year to fulfil the criteria to sit for the final examination.
17. All the students from the catchment area come to school on foot every day except in emergency and during the rainy days. The far away students can come by vehicle until Thrupang and from there on foot until school. (written a complaint letter to DEO by parents and it is discontinued)
18. Punctuality
The children should be present in all the school activities on the stipulated time. The TODs and the class teachers and the house masters will council for the first time. If reported late for the second time they will be handed over to the school management committee. For the third time parents will be called and the committee will decide with the parents. If the children are punctual they will get marks in value CA. If they are not punctual the marks will be deducted in value CA. Value Education is compulsory for all the students. They will be assess in the following areas (discipline, punctuality, volunteerism, etc).
19. Uniform
The children should come in full uniform during school hours and any school functions unless told to for the optional dress ups. The difference in colours and patterns of the uniform will not be accepted as it loses the meaning of it. However, the wearing of uniform on Saturdays is optional. The children can wear casual dresses but formally.
20. Substance Abuse
Students should refrain from any harmful substance like alcohol, tobacco, drugs, ara, sniffing of correction fluid or dendrite, etc. If seen for the first time the child will be counselled. The next step is to report the crime to their parents and counsel the student together. The third step sis to confront Discipline Committee and the concerned person will have to undergo any punishment decided by them.
Students are not allowed to form gangs in and outside the school campus. This is as per the circular No. Ka (2) circular orders/231 dated 24/8/2010 of Home Minister, MoHC, Thimphu.
21. Expensive Items
Bringing of valuable and expensive things is prohibited. The school will not be responsible for the loss of such things brought and lost in the school compound.
22 Bringing of weapons that are harmful to themselves and their friends
Bringing of sharp equipments/ weapons, which are dangerous for the children themselves and to their friends are strictly prohibited. They will bring it only upon instructions by the teachers during the school social work days.
Students are not allowed to bring/use mobile phone during school hours. This is as per the circular No. MoE/5940 dated 23/7/2010 of Madam Secretary, MoE, Thimphu.
23 Leave Policy for students
i. Applying leave verbally through any means is not entertained, except in emergency.
ii. A leave application with parent’s genuine signature can be submitted to the class teacher for a leave for few days.
iii. Students taking leave for more than a week will only be entertained if applied personally by the parents with genuine reasons only.
iv. A child staying absent for more than fifteen days with the prior permission from the authority will be entertained back if he/she has genuine reasons.
v. If a child is absent in the class without information, the concerned class teacher has to inform the school management. Accordingly the school will inform the concerned parents for further enquiry.
MANAGEMENT POLICY
a) It is mainly aimed at setting common goals collectively and achieving them in lines with the policies and directives of the Education Ministry.
b) Individual teachers take up their roles and responsibilities assigned with a work plan for implementation to be submitted by the each responsibility holder to the Principal/ display in the staff room.
c) Coordinating or the key person of the programme should inform the head or committee members regarding the process or hindrances taking place in his/her problems.
d) Coordinators of the different programmes may conduct a small meeting based on the degree of his/her problems.
e) Coordinators of the concern programme(s) have the full power of implementation and correcting or punishing the defaulters with a respect to policies and directives.
f) All the teachers should be well aware of Education Policies and directives in order to carryout his/her routine defined works smoothly and thoroughly.
g) The concerned In-charges of any responsibility holder(s) should be respected in a way that he/she likes to be.
h) The overall outcome of each individual’s work will be noted for his/her career performance evaluation in the merit basis.
Furniture Policy
The school furniture has been provided by the RGOB. All the teachers, students and parents must take care of it for better and durable usage.
a) In charge will maintain the proper record of all the old and new furniture.
b) Taking school furniture out of school or class is restricted.
c) Requisition of furniture will be worked out by the in charge in consultation with the school management team.
d) Numbering of furniture will be done by the in charge with the help of the colleagues.
e) Maintenance of the furniture will be done by the school management if the budget is available, otherwise the damaged furniture will be surrendered to Dzongkhag Education Officer.
f) Everyone should have sense of belongingness and ownership.
g) Make efficient use of furniture.
h) Keep issue record of every furniture.
i) Concerned class teacher will report to furniture in charge in case of damage for maintenance or replacement.
j) In charges and class teachers will be responsible for missing of the issued furniture.
k) Furniture Committee is responsible for the care and maintenance of the damaged furniture.
SMT’s roles and responsibilities
a) Initiating the development policy, plans and programmes for the school.
b) Estimating budget and submitting for the SMB/Dzongkhag for advice, information and approval to use.
c) Proper implementation of the programmes monitoring, supporting and evaluation of the school programmes.
d) Managing situational crises or emergency of the school.
e) Disseminating information to the personnel of the school.
f) Planning Staff Development programmes in the school.
g) Assisting overall management of the school.
Principal’s Roles and Responsibilities Policy
a) Implementing the Education Policy (Department and Dzongkhag directives) accordingly.
b) Implementing the setup curricular by the Education Division and School Policy.
c) Appointment of In-charges, co-ordinators and their responsibilities/committees by discussing with all the teachers.
d) Monitoring and Evaluation of instructional and co curricular activities.
e) Developing relationship between staff and community at large.
f) Planning long and short term school improvement plans and their implementation.
g) Framing timetables and School culture along with the colleagues.
h) Conducting PT meeting and staff meeting.
i) Caring and looking after the school properties.
j) Maintenance of school buildings.
k) Looking after the teachers and students welfare.
l) Official corresponding.
m) Maintain teachers and students code of conduct.
n) Rating performance evaluation of teachers.
o) Over all school management and administration.
Vice Principal’s Roles and Responsibilities
a) Assist Principal in the management and administration of the school.
b) Supervision of the school staff.
c) Monitoring and supporting academic affairs.
d) Look into the students affairs.
e) Maintain surveillance for the provision of quality education in the school.
f) Participate in all the decision making process of the school.
g) Coordinate and ensure implementation of co curricular and extra curricular programmes including ceremonies, staff development programmes, education, etc of the school.
h) Officiate the school activities in absence of the principal.
Care Taker’s Roles and Responsibilities
To enhance the school program smoothly, the caretaker will have to carry out his/her assigned responsibilities at all the times cautiously as described below:
a) Clean the Office, Staffroom, other strategic areas and arrange things properly.
b) Check if classroom doors are opened in the morning and closed/locked in the evening.
c) Remain in the school through out the day and ring the bell as per the time (periods). Inspect the school by moving around the school campus at night (i,e. from 9:00 – 10:00 pm).
d) Look after the flower gardens especially after the class hours and during holidays
e) Look after any unruly person entering the school compound without proper dress.
f) Assist the teachers in typing, photocopying or other important tasks
g) Tie the cattle or animals entering the school campus and release them after the cash payment of Nu. 200/ per cattle as fine.
h) Watch/guard the school properties during school breaks. In case of lost or damage he/she is responsible to replace or refund.
i) Maintain self-respect to all the staff and students in order to built sound relationship with.
j) Respect and abide by the school culture or the school system.
SMB Members: Roles and Responsibilities
1. The SMB members will be elected from different sectors/organizations to support and implement the school’s programmes and policy effectively.
2. Disseminating the informations of the school to the parents of their localities/ organization.
3. Attending the SMB meeting and sharing the ideas, providing the positive suggestions for the betterment of the school programmes.
4. Keeping good relationship with the school and the parents.
5. Holding meetings with the parents regarding the school’s developmental activities after/before the SMB meetings.
6. The SMB members will look into the overall welfare of the school.
7. The SMB members must attend all the meetings of the school.
The school and the Community Relation Policy
1. Conduct Parent-Teacher meeting to bring up the school and to mould the characters of their children.
2. Inform all the activities and programmes of the school to all the parents.
3. Encourage to participate in the School Activities.
4. To create a friendly atmosphere this will foster a community spirit of give and take among the teachers and parents. Get help or support from parents.
5. To cultivate elements of healthily relationships in the community, these include the following:-

v Knowing one’s right and exercising them.

Staff Development Policy:
It is to be well maintained in the school in order to enhance the sound team spirit amongst the adhering to the policy adopted and by implementing if obviously.
1. The staff secretary chosen by the colleagues will co-ordinate to look after the staff welfare on any ground.
2. The substitution duty in absence of any staff should reflect in the substitution register indicating his/her vacant classes with a substitution’s name and sign.
3. A staff secretary will maintain the atmosphere where he/she should always display a role model enriching other fellow staff with same qualities.
4. He/she will also support the Principal in officiating and conduct meeting by keeping minutes, arranging sitting furniture and counter check from time to time whether he/she is implementing as deliberated in the meeting.
5. Every teacher can develop professionally in one’s area of interest strength SBIPs and self-learning.
6. Areas of SBIP related to teaching learning are identified collectively and planned for the year to be facilitated by competent teachers from amongst teachers.
7. It is paramount to provide support to the facilitators by the school and the subject facilities for the effectiveness of SBIP to be conducted without hampering the instructional classes.
8. All the teachers are concerned to review SBIP to study the impact on the impact on the classroom effectiveness and teaching-learning outcome and for more SBIP in future.
9. The subject faculty in charges are being delegated and entrusted with the responsibilities to monitor and support teachers through conduct of SBIP in school.
10. As per the job description the faculty in charges should have details work plans of SBIP if necessary and their related work.
11. Whenever there arises a problem on the contents/methodology of a context to be taught. It is also mostly advisable to bring for informal discussion with subject faculty/competent teachers especially for betterment of its outcome before the lesson being taught.
12. Any sorts of write ups such as a book, comments, story, poems, etc. are being reinforced and also to enhance one’s content knowledge or professional knowledge or skills.
Professional Development Program
The School based Professional Development Programme is a resource for the TEACHERS and the students at the same time. It supports the sharing of exemplary and promising practice across the teaching profession, and aims to improve understanding of what works, where and why it works. It also aims to facilitate the adoption of innovative approaches to learning, teaching and school organization.
The SbPDP is introduced as a forum for the teachers to grow professionally in absence of the resources and trainings from other educational institutions. It is an informal forum created in the school to inculcate the sense of sharing the striking didactic ideas and information with the teaching colleagues for the professional growth and development.
The ‘School based Professional Development Programme’ provides a structure to help teachers focus their professional learning.
The ‘SbPDP’ aims to:
· build consistent, comprehensive and improved pedagogical approaches within and across schools, while still allowing flexibility, innovation and local decision making at the school level
· focus teaching to meet the diverse needs of students
· Strengthen learning communities within and beyond the school.
The ‘SbPDP’ is introduced in the school with the following objectives:
1. To develop Subject matter knowledge
2. To inculcate General pedagogical knowledge
3. To accomplish informative content knowledge
4. To expand Context knowledge
5. To inflate Generic teaching knowledge and skills
6. To accomplish Specialized pedagogical knowledge and skills
Who are involved in the “SbPDP”?
· All the teachers are a part of this program. This program determines: who the teachers are, their professional stand, who they teach & where; and how committed they are to teaching and their professional growth.

LIBRARY POLICY
"Leave not what is yours, take not what is others"
1. The library in charge is fully responsible in issuing and maintaining the records/loan register.
2. The class teacher or subject teacher will collect the library books from the teacher librarian and return them back on the due date stamped on the card.
3. The loss of the library books towards the payment of the total cost, prescribed in the book.
4. The subject/class teacher is accountable for the lost/damage of the books, therefore he/she has to make the recovery of books by collecting the cost of the book from the student and submit to the teacher librarian/committee.
5. The issue of the library books will be done during the intervals only.
6. Library books should be taken care and need to handle with clean hands.
7. Pin drop silence to be maintained while brewing or reading the library books.
8. The library books borrower outside should return the book after one week positively or he/she must pay extra fine of Nu. 5/- per day after the expiry of the date stamped.
GAMES AND SPORTS POLICY
To instil a spirit of healthy competition and sportsmanship in student this becomes their Asset in later life.

HOME WORKS POLICY
1. All subject teachers are requested to assign home works to students in consultation with other subject teachers or within the time scheduled.
2. Assigned home works are to be corrected and given back to students with verbal/written reinforcement for their future improvement.
3. Punishment, warning or advice whichever is appropriate should be encouraged to those students by the concern subject teachers who have failed to do their assigned home works.
4. Marks are awarded for completeness, neat handwriting, correct spellings and strategy/method in terms of mathematics.
5. Home works keeps the students abreast of books while he/she is at home/school, admitting him/her more learning opportunities besides regular studies during the school.
6. Home works is also included in one of the assessment criteria for better evaluating his/her capabilities judiciously in the school.
7. Parents of the students are to be well briefed on the importance of their children’s home works and request all concerned to give necessary support/time for doing home works at home.
PERFORMANCE EVALUATION POLICY (CRITERIA)
It represents the individual teachers’ whole service rendered during the academic year to justify his/her performances.
1. He/she should have setup outputs/ goals/objectives/action plan for implementing the Academic and Non-academic activities of the school before 20th February every year.
2. The work plan of his/her will act as complete guide the supervisor and monitor while evaluating above setup goals.
3. The achievement of goals/objectives traced out from his/her work plan will prove the average or below average performances on various skills or targets.
4. Rating of performances evaluation forms are to be done in the presence of employee(s) by his/her immediate supervisor or the controlling officer/manager.
5. The supervisors should be vigilant and careful with the governed rules and directives of RCSC while rating the performance evaluation forms based on the degree of fulfilment of his/her targets/out puts.

Our younger youth today have a large bulk of responsibilities in shaping the shape of our country. It is important that we have people who are responsible and can shoulder the responsibilities of shaping and keeping Bhutan the way our beloved Monarchs and our forefathers have always desired. Thus we must realize the magnitude of the day’s concerns and wake up to the responsibilities entrusted to us by HIS MAJESTTY the KING and the Royal Government.
To this effect, the following guide lines are designed for strict compliance and implementation by the class teachers, subject teachers, students and parents.
1. Value Education lessons must be taught once in a week as scheduled in the daily class time table/every morning TOD will address about Value Education.
2. The teacher who’s been entrusted with the responsibility of teaching values must ensure that the period is fully utilized to the maximum extent.
3. Ensure that the children have understood what’s been taught and stand as desired and taught.
4. The concern teacher must always make use of the book ‘Teaching Learning to Be’ as guide and reference for teaching Value Education topics will also be written and displayed on the Value Education board both in Dzongkha and in English. The class teachers must however insist the students in developing the habit reading through repeated guide and instructions in the class and in the assembly.
5. Writing of Value Education topics for display will be shouldered by the Principal in English and ZLT in Dzongkha.
6. As teachers are the role models, it is therefore imperative that whatever we do is done carefully, thoughtfully, purposefullyand meaningfully.
7. Value Education CA should be assesses fairly and records all the bad and good conducts of the children in their record book.
8. Marks will be given jointly by class teacher, subject teachers at the end of every term.
9. Value Education marks will be reflected in their progress report forms.
MONITORING AND EVALUATION POLICY
For effective implementation of all planned activities, the need for monitoring is a key. All colleagues will be therefore monitored to bring about excellent results will be therefore subject to:-
1. Be monitored by responsible in charges for feedback and follow up as and when necessary.
2. Provide evidences of adherence to recommendations, suggestions and advice after monitoring.
3. Should have a set of target, which is subject to review and change upon needs and must always strive to achieve.
4. You will be informed on the shortfalls, areas to be improved and should therefore be able to work as expected.
5. Repeated negative results and attitude will be surrendered to the Dzongkhag for further necessary actions.

8. DEMSS forms/tools will be carried put as per the directives of EMSSD.
9. SSAT (school self assessment tools) will be implemented and SIP (school improvement plan) should be … as per the findings of SSAT.
10. Classroom observation can be done by using curriculum strengthening teaching and class management practices.
POLICY FOR MANAGEMENT OF STORE AND STATIONERIES
1. The Store In-charge will always update the records of the store.
2. The store in charge will not change yearly. He/she should handle the store at least for two to three years. The Store In-charge will issue the stationeries and books from the store only after the requisition is placed, which is duly signed by the Principal.
3. The class teacher will collect the books from the store and distribute to the class.
4. For easy tabulation of records the store in charge will prepare a store requisition form. This will enable the in charge to update records as and when time permits.
5. The manuals and references given to the teacher will be collected by store in charge so the concern teachers should take the responsibility to hand over.
6. The store in charge will not issue anything when he/she is in the class, this is going to hamper his/her class teaching. So the teachers will collect the materials during lunch break, before class or after the class hours.
7. The store in charge will check the condition of the books in the class periodically and give advice on the care of books.
8. The subject teachers should not allow the children to write or underline on the textbooks. (book policy)
9. The concern subject teachers should often check the books and encourage the children to keep the books in condition all the time. So that the books can be used beyond its life span. (Book policy)
10. If the books are lost, the class teacher will collect the fine and cost of the book with 10% handling charges.
11. The collected fines will be handed over to the Principal and collect the receipt duly signed by Principal. The Principal/Committee will deposit the amount in Dzongkhag Revenue Section/buy some reading materials and hand over to the Library.
12. Whenever there is need to change the store In charge of gets transferred, the detail charge list of store should be handed over to Principal/next in charge.
13. At the end of the academic year the store in charge will collect the textbooks with the class teachers after complete verification.
14. Store In-charge will always keep the store well arranged and neat and clean.
BOOK KEEPING POLICY
1. All class teachers to issue the books specified as year one, year two.
2. Class teachers and subject teachers to reinforce the students for caring of the books.
3. The subject teachers will maintain the book issue record and receive the book with strict supervision and in case of lost, charge the students according to the set criteria.
4. Teachers on duty to remind in the assembly about the book keeping policy every Friday in the Assembly/once in a week.
5. Parents to be informed by the school management during the parent teacher meeting about the books lost before the expiry of the life expectancy, children will be charged as per the Following criteria:-
a. Year one = 10% of the cost of the books.
b. Year two = 5% of the cost of the books.
c. Year three = the cost of the book only.
6. Parents need provide sufficient number of required books and other stationeries.
ADMISSION POLICY
Admission to be done before the teachers leave for winter vacation.
1. Forms to be distributed in the month of November.
2. The admission result of the students selected will be displayed on the reopening day of the school/on the same day.
3. The committee should strictly adhere to the criteria developed and parents coming for admission after the result declared will not be entertained only on exceptional cases like transfer of civil servants and the private corporation.
4. The submission of all the relevant documents during the admission is a must and under age will not be admitted at any cost.
5. Admission to be broadcasted and notified through Kuensel./through SMB members.
6. No dependence is allowed to seek admission only on exceptional cases.
7. Seeking admission in PP should produce the following documents and fulfil the following criteria
a. Original health card.
b. Child should be 6 years plus.
c. Parents ID card & permanent home address. (Thram No.& House No.)
d. Class room size & teacher available.
Admission for transfer cases
1. Should produce all the necessary documents (transfer certificate, progress report).
2. Should get admitted before teachers’ submission of the statistic form.
3. No dependents will be entertained only in exceptional cases.
4. The admission will be done two days before the students report (13th and 14th February)
5. Conduct entrance examination or interview if required.
EXAMINATION POLICY
1. Every teacher should follow blue print system of making the question papers. The monitors and associate teachers will check the draft papers and make sure of the questions prepared appropriately before the final printing.
2. The stencilled questions should be submitted to the committee and on fixed date.
3. Questions have to be cyclostyled by the examination committee, the office assistant and concerned teachers.
4. Concerned subject teachers should staple the question papers and hand it over to the examination committee for the safe guard of the questions till the exam ends.
5. Sitting arrangements has to be done by the examination committee with the class teachers and students.
6. Correction of the papers should be done in the school only and should not be taken out of the school compound to avoid the leakage of the marks before the result is declared.
7. Class teachers need to record result/marks in the progress report card/register before the day of result declaration.

Teacher on Duty:
· Supervise morning, evening studies and meals.
· Supervise the morning social work.
· Conduct assembly and provide realistic feedback for the speech delivered by the students.

· Tackle minor issues and reports to the Principal if the issue is severe.
· Garner information on the students’ attendance and note the absentees for follow up and necessary action.
Roles of Time Table Committee Members:
1. To help the school administration in framing timetable for all the classes and ensure smooth running of classes without clashes in teaching timetable.
2. To make immediate changes in the time table in case of arrival of additional or transfer of the existing staff by taking account of providing even distribution of work load.
3. To develop substitution chart reflecting the name of the teachers who are free against the period to enable the TOD for the proper preparation of substitution.
4. To make a proper adjustment in regards to period allocation of subjects/periods in close adherence to the education policy.
Roles of Examination Committee Members:
1. To help the school administration in the proper conduct of examination throughout the year by the following ways:
a. To prepare time table for mid-term & annual examinations.
b. To collect question booklet along with blue print from the entire teachers and keep it under safe custody.
c. To develop rules and regulation for the examination and display the chart of sitting arrangement.
d. To frame the duty roster for the invigilation.
e. To collect the answer script and hand over to subject teachers.
f. To ensure timely declaration of result.
g. To maintain question bank for all the subject and classes.
2. To create an atmosphere of good writing place for examination and to keep strict vigilance to shun untoward incidents in regards to examination.
3. If student are found involved in malpractices, the defaulter will not be allowed to sit for further examination and the administrative action will be executed there off.
Roles of Class Teacher:
· To collect fees and submit to the school administration.
· To inculcate in students the sense of competition in studies.
· To take care class room furniture.
· To maintain discipline in the class.
· To maintain the neatness and cleanliness of the student and the classroom.
· To provide the moral support to the students.
· To develop classroom rules.
· To create a good learning ambiance in the classroom.
· To prepare the result for the class and to fill up the progress report.
· To maintain attendance register
· To allocate corners for the subjects to display TLMs
Roles of Subject Teacher:
· To teach as per the syllabus.
· To prepare relevant teaching aids.
· To help and support low achievers.
· To keep proper CA records.
· Evaluate and check the student book and provide positive and need-oriented feedback.
· Prepare yearly, block and daily plans with the inclusion of all the components.
· To arrange remedial classes.
Roles of Stationery Committee Members:
· Maintain a proper record of issued and received stationary in the stock register.
· Verify the stationery against the challan.
· Hand over the books either to stationery store or the school library and sign both in the challan and stock register.
· Keep the proper track record of the requisition of stationery for the school.
· To prepare meaningful and time bound requisition of the stationery required by the school.
· To dispose the unusable book with proper record after duly signed by the committee.
